Saskatchewan Rugby is seeking an individual to fill the position of Rugby Development Officer. The Rugby Development Officer is responsible to create a thriving development structure within the Province that supports the National Growth Strategy to develop grassroots rugby, grow participation and strengthen pathways for players, coaches and officials.

The 3 Primary Functions for the position include:

Growth Strategy – delivering the development and evolve the key concepts of the National Growth Strategy by broadening and diversifying the demographic interested in rugby, creating and expanding safe, accessible playing opportunities, promoting safe sport and long-term participation in rugby.
Member Organization Development – committed to introducing and supporting our member organizations through growing capacity with tools and resources, training and education for volunteers, coaches and officials, taking assessments and leading change.
Administration – has the technical skills necessary to contribute to the management, development and continued sustainability of rugby programming in Saskatchewan. This includes the ability to understand and contribute to strategic planning, communicate effectively with partners and experience managing volunteer committee structures and volunteers, keeping groups on track and working with groups to implement projects/programs.

2025 Rugby Law Updates: What you need to know

Ratified into Law

Rugby continues to evolve to improve safety, flow, and fairness on the pitch. In 2025, World Rugby ratified several key law changes and launched global trials for others. Here’s what you need to know.

These changes are now officially part of the global lawbook.

Global Law Trials

1. Croc Rolls Are Banned

The ‘croc roll’ technique is now officially deemed foul play, to enhance player safety. Players may not roll, pull, or twist an opponent while removing a jackler from a tackle.

Law Reference: Law 9.20 (d)

2. No More Loitering Following a Kick in an Off-Side Position

Players are now prohibited from lingering in an off-side position after a kick, they must attempt to retreat, ensuring a more fluid and fair contest.

Law Reference: Law 10.1 (d)

3. Faster Scrums

Teams must be ready to form a scrum within 30 seconds of the mark being made.

Law Reference: Law 19.4

1. Faster Conversions

2. No More Scrums from Free Kicks

3. Changes to Lineout

These law trials are being tested globally and may become permanent in future seasons.

Conversions must be taken within 60 seconds of a try being awarded.

Law Reference: Law 8.8 (c)

Teams can no longer choose to form a scrum after being awarded a free kick. This aims to speed up the game.

Law Reference: Law 20.3

Teams must be ready to form a scrum within 30 seconds of the mark being made.

Law Reference: Law 19.4

3. Changes to Lineout

5. Faster Lineouts

6. Scrumhalfs Can’t Cross the Tunnel

Why These Changes Matter

If the defending team does not lift a jumper and the throw isn’t straight, play will now continue rather than being reset— provided the ball is still thrown into the tunnel.

Law Reference: Law 18.23

Teams must be ready to form a lineout within 30 seconds of the mark.

Law Reference: Law 18.12

Players in the scrumhalf position cannot be tackled within one metre of rucks or mauls by a player involved with the ruck/maul. The scrumhalf can still be tackled by a player from an onside position.

Law Reference: Laws 15.18 (rucks) & 16.18 (mauls)

Defending scrumhalfs cannot advance past the centre line of the tunnel at scrums.

Law Reference: Law 19.30 (a)

”3 World Cups, reaching the semi final each time and the 5th women inducted into the Rugby Canada Hall of Fame” Chair of the Saskatchewan Sports Hall of Fame Robb Elchuk announced today that Julie Foster has been inducted into the Saskatchewan Sport Hall of Fame Class of 2025. Julie is the first individual rugby player to be induced into the Saskatchewan Sports Hall of Fame Museum.

Rugby is seeking energetic, organized and collaborative people to join their team on behalf of Rugby Canada who is supporting the financial means for this position through Sport Canada.

The position requires great organization, communication and problem solving skills. Prior experience organizing sporting programs is ideal.

Reporting to Saskatchewan Rugby’s Development Officer, the position is a Part Time (9 hours per week) seasonal position running from March 2024 to July 2024. The YDO/Sessional Coach will be expected to work approximately 10 hours per week although workload may vary.

2023 Western Championships

Saskatchewan Rugby sent three teams to compete at the annual Western Championships in Calgary, Alberta from August 4-6th 2023. Our three teams competed against many other great teams from across Canada, fought hard and learned a lot on and off the pitch.

The U16 Girls team included athletes from Manitoba and Saskatchewan and was composed of: Chloe Flanagan, Rayne Youngblut, Zara Wilson, Ginger Newstead, Cyan Beeching, Abigail Hall, Kaia Nolan, Katryna Mattern, Molly Watson, Aubrey Perillat, Rayan Abdelkerim, Sarah Murphy, Tatumn Milligan, Kieran Milligan, Keeley McMaster, Felicity Sahulka (MB), Paityn Bourgouin (MB), Bella Reid, Ava Page (MB), Adeline Dunwoody (MB), Kayel LaBelle (MB), Austyn LaBelle (MB), Samidhri Galhenage, and Kendra McEwing.

David Jukes | 2023 Sports Hall of Fame

Congratulations to Moose Jaw’s David Jukes who has been inducted into the Moose Jaw and Districts Sports Hall of Fame for 2023.

From 1970 to 2010, Jukes established himself as a premier rugby player, coach, and administrator. David was named to the Saskatchewan provincial team from 1974-1987 and in 1980 he was named to the National team as an alternate.

Administratively, Jukes has spent countless hours supporting the community rugby program at the Barry MacDonald Rugby Field. He has been an executive member of both the Moose Jaw and Saskatchewan Rugby boards and has an award named after him: The Dave Jukes Award, for most outstanding junior forward.

Junior Rugby in Sask

After losing out on 2 seasons of summer rugby programs due to COVID-19, Saskatchewan’s junior rugby players have been busy catching up this summer. A number of junior programs and events brought our players back to the pitch, including training with local senior clubs.

These activities wouldn’t have been possible without the support of community coaches, managers, organisers, and players, and the Sask Rugby High Performance Committee who continue to drive rugby’s progress in the province. Your sport thanks you.

Regina Minor Rugby

Formerly Regina Mini Rugby, Regina Minor has expanded in recent years to include players ages 15 to 18. After getting cancelled in 2020, the program returned in full force August of 2021 and plans to run until October. One of the longest standing community rugby programs in Saskatchewan, RMR is an excellent option for juniors looking to get into the game or develop in a fun environment.

RMR still delivers Minis for its 4-14 ages and the kids love it.

MacDowell Prairie Academy

The Prairie Academy was one of the only training opportunities for juniors during 2020, running sessions whenever possible. The program restarted in May of 2021 and is slated to return for fall sessions in September. The academy focuses on developing high performance rugby athletes but is open to all ages and skill levels.

NSRU Minor Rugby

Formerly Saskatoon Mini Rugby, the NSRU came together to deliver minor and junior rugby sessions in Saskatoon at the beginning of June 2021. The junior side of the program brought a number of North juniors back to the field and helped in reconnecting them with senior clubs.

Community Programs

North vs South

Organised by a group of women’s coaches, junior girls will be taking the pitch in Saskatoon on August 21 and Regina on August 28 for some North vs South 15s exhibition games. Each day will consist of 2 games with 20 minute halves, and team lunch in between. Good luck ladies!

U18 Boys Canada Camp

Sask Rugby is hosting a U18 Boys Canada camp August 21-22 in Regina for invited athletes. Out of those selected a number of Saskatchewan athletes will have their shot at a tour with the national team in December 2021 to January 2022. Good luck boys!

Canada Summer Games Team Training

Initially planned for 2021, the Niagara Canada Summer Games were rescheduled for August of 2022 due to COVID-19. Team Sask started its training with coaches Kayla Mack-Thiel and Gillian Allen in June of 2021. Any U18 girls interested in participating can learn more here: www.saskrugby.com/canadagames

Organised by the Sask Rugby High Performance Committee, Sask’s first ever Rugby ID Combine took place in July 2021, open to all athletes interested in developing in sport. The all-day session in Regina brought in over 30 athletes and tons of talent.

New Air Quality Guidelines

With the recent forest fires and the worsening air quality there is an elevated risk when playing sports. With this increased risk Sask Rugby is implementing a new policy for the health and safety of the members of the community. This policy uses the Air Quality Health Index (AQHI) to help make the decision to cancel or postpone the games.

The AQHI for the area should be checked the day of the activities. The 24 hour forecast can be used to make a decision in advance, the AQHI also provides hourly updates that can be used for a more accurate update. Updates happen hourly, after each hour (ex. the 12p.m. update happens at 1p.m.) .

The Air Quality Health Index can be checked on the Government of Canada website. The AQHI is rating is as follows: Low Risk, 1-3; Moderate Risk, 3-6; High Risk, 7-10; Very High Risk, 10+. If the Air Quality Health Index is a 7 or above the Government of Canada recommends that any strenuous activities outdoors be reduced or rescheduled. For a summary of the AQHI messages check out the Government of Canada website .

The policy will be in effect when the AQHI is above 7.

Sask Rugby’s 2021 Annual General Meeting date is set for Tuesday, Mar 30, 7:00PM via Zoom. Call for nominations to the board and other meeting agenda items can be sent to jastrope@saskrugby.com.

At this meeting the membership will ratify boards and committees with a vote, approve any changes to policy or documents, and discuss any relevant issues brought forward. Sask Rugby encourages representatives from all clubs and community programs to send a representative. Meeting minutes, including any documents discussed, will be available on our website.

Coast to Coast Rugby Coaching Conference

Sask Rugby is proud to partner with our other provincial unions to provide the Coast to Coast Connecting the Country: Rugby Conference running virtually March 27th to 29th, 2021. The Coast to Coast Coaching Conference will target the existing rugby coach community in Canada, including those coaching at clubs, schools, universities, and high performance environments. The conference will take participants through a ‘week in rugby’, where they will interact with experienced community and professional coaches, academics, and those with lived experience in sport. It will serve as an opportunity for participants to listen to and interact with local and international experts at the heart of developing sport. Conference registration is $35, with each registration fee including a $5 donation to the Monty Heald Women’s National Fund .

Anyone who registered as a rugby coach in Saskatchewan in 2019 or 2020 is eligible to have their registration fees covered by Sask Rugby. Contact memberservices@saskrugby.com for details on this program.
